La Comisión Europea presentó el cuarto informe sobre la ciudadanía de la Unión Europea, que abarca el período de mayo de 2001 a abril de 2004 (1). La aplicación de los derechos conferidos por la ciudadanía europea y las orientaciones para el futuro son los temas desarollados en dicho informe.

To raise awareness of European citizenship to citizens and national administrations, the Commission regularly publishes the Report on EU Citizenship (2 MB) .
Movement and residence in the EU
As an EU citizen has the right to live and travel within it without being discriminated against on grounds of nationality.
You can take up residence in any EU country, provided it meets certain conditions which vary depending on which you are working, studying, etc.
Participation in political life of the EU
All EU citizens have the right to vote and stand as candidate for elections both local and the European Parliament in the EU country in which live under the same conditions as nationals of that country .
Petitions and Complaints
You can file a petition to the European Parliament both personal needs or complaints as matters of public interest. The question should be part of EU competence (not to be an issue to be decided at the local or national level) and affect you directly.
For complaints about maladministration by institutions and bodies of the EU, you can contact theOmbudsman .
But you can also get to speak directly with the institutions and advisory bodies and is entitled to receive an answer in any of the 24 official EU languages .
consular protection
If you need help outside the EU, in a country where yours has no embassy or consulate, as EU citizen has the right to consular protection from the embassy or consulate of any other EU country.
For example, you can request assistance in the event of death, accident or illness, arrest or detention, violent crime and repatriation.

citizens' initiative: setting priorities
Thanks to the European Citizens ' Initiative , you can ask the European Commission to propose legislation. The petition must be signed by at least one million citizens from at least one quarter of EU member countries (that is, at present, seven countries).
