Is graffiti art or vandalism?

In the neighbourhoods surrounding our school  and when  we go to school  we can see graffiti and messages written on the walls. We also heard about street art and names like Vhils and Bordalo II are becoming very popular.

What is your opinion about this topic? Is graffiti art or vandalism? Can you find graffiti in your town or neighbourhood? Is it illegal?
