FRANCE : It's a pity especially because this happens after summer ! In summer they collect nectar and produce honey for the winter season. During winter they will use their honey to keep a warm atmosphere that will help the babies to be alive till spring and to stay alive. Now they don't have honey anymore and probably no eggs or larvae ! The only solution that could help is to create biodiversity hives. That means buildings small hives to host the bees that are still alive (wih the queens otherwise no baby !) and let them keep all the honey they could still make. Let them do what they can and don't touch them. But will they be abble to find plants with nectar ? We need more information ! Plant some flowers that grow very quick !

You can use this plan to build a new house for them. Put it at 30 cm from the floor :
