Topics to be debated, and background information

Objective of the Mock Council and topics for discussion

The aim of the EU Mock Council is to simulate debate and agreement on two topical policy issues which will be addressed by real EU ministers and civil servants.

We will announce the topics for debate in October 2017. We encourage students to begin researching these topics as soon as they are known.

To give an idea, the topics for debate in 2016 were:

    • Topic A - How could the UK continue to be a member of the European Arrest Warrant as a non-EU country? And should it?
    • Topic B - How could the UK keep access to the Erasmus+ programme? And should it?

The school representing the Europen Commission circulates a formal proposal for discussion on each of the Topics. These are circulated to the 27 member state countries but they are not circulated to the two schools representing the U.K.

The schools representing the U.K. do not see the proposals in advance of the day and instead receive a different version from the school representing the European Commission.

For example in 2016 the U.K school received the following documents entitled “E.C.’s Erasmus+ UK Proposal” attached here for your information.

And "E.C.'s European Arrest Warrant UK Proposal" attached here for your information:

In 2016 these were the extra background information briefing documents on the two topics.
